What kind of inside track does McDonald’s have with our city?

I read we are now going to be blessed with yet another McDonald’s restaurant.

When In-N-Out wanted to open out here, they had to jump through all kinds of hoops until finally they were approved to build one. Now I read that Arby’s would like to open in Simi also, and I guess they will be put through the same gauntlet.

These are two fine restaurants that would get a lot of business. Are we trying to protect McDonald’s territory?
