Against change in water billing

I am opposed to the switch from bimonthly billing to monthly billing proposed by Golden State Water Company.

The change would double the billing postage cost. The change would also double the labor costs of meter reading. It would double the cost of bill preparation.

This constitutes a substantial increase in expenditures by GSWC without any benefit to the customer.

In addition, the current system of charging for water use is based on historical bimonthly usage. It would be impossible to determine the amount of water usage allowed under the current tier system for a monthly basis.

The current system allows residential customers to offset a heavy water usage month with a second month that may have less usage.

For the reasons stated above, I am opposed to the rate increases requested.
