Rate hike is residents’ reward for conserving

Let me see if I understand this correctly.
Because the majority of the residents of Simi Valley who receive water from the Golden State Water Company abided by the limitations that were forced upon them last year (15 percent reduction in usage or paying excess fees), we are being rewarded with an increase in fees of 23 percent to make up for their loss of business? Did I get that right?
Maybe we should all stop taking baths, washing clothes and dishes and turn into another Third World cesspool that we are rapidly becoming.
Thank you, Golden State Water Company—hope your pay increases cover the cost of water delivered to your homes.
