Having read the opinion in the Acorn , we heartily agree.

Consumption is the important factor and not the day you water on. Even simplistic percent reductions on consumption can be dicey and penalize the wrong people.

However, to set a policy only to facilitate the city’s monitoring seems an unnecessary limitation on what should be citizens’ decisions.
