Fact about amendment needs to be amended In the Simi Valley Acorn published Sept. 26, the article by Kyle Jorrey, "Visitors flock to Reagan Library to view Lincoln's famous proclamation," is somewhat misleading because the 14th Amendment is cited, which was ratified July 9, 1868, when in fact it was the 13th Amendment, ratified Dec. 6, 1865, that actually outlawed slavery or involuntary servitude, except as a punishment for a crime.
