Raise to cost city extra $1.35 million

ALL AMERICAN—Sam Morrissette, 14, and Vista Fundamental School principal Denise Ferguson stand in front of a mural on the school's campus. Sam, a former student at Vista Fundamental, along with fellow Boy Scouts and LDS youth group members, painted the mural on the weekend of Sept. 11. Local muralist Jerry Foote of Cartoon Rooms by the Foote donated his talent and time to help with the project.
