As longtime residents of Simi Valley, we've seen Barbra Williamson as very consistent in her approach to beautification of the city. No question goes unanswered with Barbra.       In the Simi Valley Acorn published Sept. 26, the article by Kyle Jorrey, "Visitors flock to Reagan Library to view Lincoln's famous proclamation," is somewhat misleading because the 14th Amendment is cited, which was ratified July 9, 1868, when in fact it was the 13th Amendment, ratified Dec.
