In 2002, under the direction of the City Council, the city created and adopted a Bicycle Master Plan to encourage the development of an integrated bicycle system throughout Simi Valley with connections to other regional bike systems.

Using state and local funds, the city has retained a consultant, Alta Planning + Design, to update the plan. Updates are needed every five years to allow the public to provide input regarding the bicycle system and its quality for state of California Bicycle Transportation Account grant funding for future bicycle projects.
