Developer should unlock access gate into the hills
      Yes, the developer must complete three things before it puts the property on mothballs: 1) complete the storm drain (drainage), 2) put the oak trees back without killing them (landscape), 3) unlock the chain-link gate at the south end of Mount Sinai Drive near the cemetery.
