If protest comes to city hall, will council bill itself?

I totally agree with your editorial.

I live in Simi and do not agree with the mayor and the City Council on many issues- especially this one.

Let's see if this decision applies when a group of protesters arrive at a council meeting and the local PD has to respond- will they send the bill to themselves?
