Telephone hotline debuts in Ventura County  UNITED WE STAND-Sharing a gesture of unity, United Way president and CEO David Smith, left, and United Way Chairman Mike Silacci celebrate the kickoff of "2-1-1," a nonprofit health and human services telephone hotline. Already used in 26 states, the hotline will debut in Ventura County in February 2005.
